Bloomberg's fixation on economic penalties for smokers seems to have not abated at all -- his preliminary budget proposal (effective January 1st) includes a $0.50 raise to NYC already-highest-in-the-nation cigarette tax. This will make some death sticks cost as much as $8.

So let's see... the courts rule that NYS is underfunding NYC schools by... oh $6 BILLION. Yes that's with a "B". Guess how much the new state budget gives to NYC? $225 million. Yup, with an "M". I wonder where the state would be without 70% of its tax revenue?
